PIXresizer is a simple, easy to use program for resizing pictures. You can resize a single picture or a whole folder of pictures. You can chose jpg quality by clicking on the text next to the radio button. It will not overwrite originals but ask where you want it saved. Single files can be saved in the same folder but will be renamed with the size included. Multiple files can be saved to a separate folder.
PIXresizer can work with BMP, GIF, JPG, TIFF and PNG type files and as a bonus, can convert files between these formats. You can also rotate images and convert to greyscale. As an example of the difference in sizes I loaded a photo that was 800kb. Leaving the suggesting setting of 600 x 450px I saved the photo and got a file of 100kb. Using 25% I got a file of 35kb.
